Professional Experience:

I am a senior international development, energy, climate, infrastructure, and development-finance executive with several decades of experience leading country portfolios, global programs, multidisciplinary teams, policy dialogue, investment operations, institutional reform, and partnerships across emerging markets and fragile and high-risk settings. 
During my World Bank career, I held global, regional, and country-level responsibilities and completed resident assignments in India, Afghanistan, Nigeria, and Tanzania. I served as Program Leader for Infrastructure and Sector Leader for Sustainable Development in Afghanistan; led infrastructure and energy portfolios in Nigeria and Tanzania; and served as Sector Leader for the Planet Practice Group in India. My responsibilities extended beyond energy to transport, digital development, water, agriculture, environment, climate resilience, urban development, disaster-risk management, and social inclusion. I worked closely with ministers, regulators, utilities, country management, development partners, civil society, industry, investors, and technical teams to establish priorities, resolve implementation constraints, and connect policy reform with investment.
I created and directed a global, multi-donor World Bank program supporting carbon management and industrial decarbonization for approximately fifteen years. I managed strategy, governance, budgets, procurement, staffing, donor relations, technical quality, risk, monitoring, and results reporting while overseeing work across Africa, Asia, Europe, the Middle East, and Latin America. I directed approximately US$55.8 million in program allocations and represented the program in international policy, industry, and research forums. This experience strengthened my ability to build programs from inception, mobilize resources, manage diverse stakeholders, and translate complex subjects into practical government and investment decisions.
My sector expertise covers conventional, renewable, and nuclear energy; power generation, transmission and distribution; regional electricity trade; energy efficiency; offshore wind; green hydrogen; CCUS; carbon management; industrial decarbonization; and climate mitigation and adaptation. I have supported project preparation, concessional and climate finance, guarantees, public-private partnerships, co-financing, private-capital mobilization, and collaboration among the World Bank, IFC, MIGA, governments, and other development institutions.
My broader experience includes utility and regulatory reform, tariffs, extractive-industry transparency, environmental and social safeguards, institutional capacity, public accountability, and donor coordination. I have worked in both stable and crisis-affected operating environments and have led multicultural teams of up to approximately twenty professionals.
Before joining the World Bank, I held positions with the Asian Development Bank, USAID, PA Consulting Group, a European Commission-funded regional program, and organizations supporting U.S. Department of Energy activities. I also provided consulting services to the U.S. Environmental Protection Agency and U.S. Department of Energy. My early career included university research and teaching, nuclear power plant engineering, and policy advisory work.
I now serve as President and CEO of NATA Consulting LLC, providing senior advisory support across international development, energy, climate, infrastructure, institutional reform, and development finance. I bring an unusual combination of executive leadership, country and portfolio management, financial and policy judgment, technical depth, cross-cultural communication, and the ability to work effectively across public, private, multilateral, and research institutions.

Education:

My education combines advanced scientific training, business and international management, public policy, economics, environmental safeguards, and specialized nuclear and energy studies. This multidisciplinary foundation enables me to assess complex development challenges from technical, financial, institutional, regulatory, and strategic perspectives and to communicate effectively with governments, investors, development institutions, industry, researchers, and civil society.
I hold a Ph.D.; an M.S. in Chemical and Electrical Engineering from Kyiv National University in Ukraine. My doctoral and graduate studies provided rigorous preparation in chemical processes, energy systems, industrial operations, quantitative analysis, research methodology, and environmental and safety considerations. I subsequently worked as a researcher and assistant professor at Kyiv National University and as a researcher and engineer at the South Ukrainian Nuclear Power Plant. These early assignments strengthened my ability to connect scientific analysis with operational realities, public safety, and practical decision-making in high-consequence environments.
To complement my technical education, I earned an MBA and a Master of International Management from the University of Maryland. These programs broadened my expertise in finance, economics, organizational leadership, strategy, international business, and management. They prepared me to lead multidisciplinary teams, oversee budgets and programs, evaluate investment options, work across institutional cultures, and translate technical proposals into financially and operationally credible initiatives.
I was competitively selected as a mid-career resident fellow in public policy at Princeton University, where I focused on environmental and energy economics and policy. This experience deepened my understanding of the relationship among energy markets, government policy, regulation, environmental protection, development objectives, and investment decisions. It strengthened the policy perspective that I later applied to energy, climate, infrastructure, and development-finance programs across emerging markets and fragile settings.
My continuing professional education reflects the breadth of my responsibilities. I completed executive training in public-private partnerships for infrastructure and energy at Harvard University and qualified as an ISO 14000 Lead Auditor through ANSI/RAB. These credentials support my work on infrastructure finance, private-sector participation, environmental management systems, safeguards, compliance, institutional accountability, and risk management.
I have also undertaken specialized professional development in nuclear energy, regulation, law, safety, and fuel management. This includes Nuclear Licensing and Regulations training through the American Nuclear Society; International Nuclear Law Essentials through the OECD Nuclear Energy Agency; and nuclear safety and fuel-management certificates through the International Atomic Energy Agency. These studies build upon my original nuclear-plant engineering experience and support my current focus on nuclear policy, finance, regulation, safety, and the role of nuclear power in energy security and decarbonization.
Across these programs, I developed a distinctive ability to move between engineering detail and executive decision-making. My education helps me evaluate technology choices, financial structures, regulatory requirements, institutional capacity, environmental and social risks, and implementation constraints as parts of one development problem. It also supports clear dialogue with both technical specialists and senior policymakers.
