Professional Experience:
• A Ph.D. MBA, B.Tech, Amitabh Ranjan is an Alumnus of prestigious IIT (ISM), Dhanbad with over 10 years of top leadership and overall 28 years of experience in diversified fields including Civil Services. He has wide experience of Grassroot Governance, Public Policy, Public Administration, Financial Management, Human Resource Management, Procurement, Infrastructure Development and Capacity Building in Government sector.
• An Alumnus of Near East South Asia Center for Strategic Studies (NESA), National Defense University, Washington DC, he has widely travelled across the Globe for Academic engagements and representing India and IIPA to countries like USA, France, Germany, Belgium, Switzerland, Netherlands, Australia, New Zealand, Vietnam, Thailand, Singapore, Bangladesh and Bhutan.
• Presently working as Registrar (Leadership position) at Indian Institute of Public Administration (IIPA), New Delhi which is a premier Institution of Government of India involved in Capacity Building in Government/Allied sectors. The Hon’ble Vice President of India is the President of IIPA.
• Led comprehensive infrastructure development of IIPA campus, aligning capital investments with long-term institutional strategy and creating an enabling ecosystem for training, research and digital learning.
• Anchored large-scale capacity building initiatives for central and state civil servants, including programmes linked to Mission Karmayogi, lateral entry officers, Aspirational Blocks Fellows and specialised sectoral training, thereby strengthening outcome-focused governance capabilities.
• Earlier worked in STQC Directorate, Ministry of Electronics & Information Technology (MeitY), Govt. of India and as a Provincial Civil Services (PCS) Officer in Govt. of Uttar Pradesh. He is widely credited with initial pilot implementation of 'Vahan' (Vehicle registration) and 'Sarathi' (Driving License) software in Uttar Pradesh Regional Transport Offices (RTO).
• A Thought Leader, regular speaker and panellist on public policy, public administration reform, digital governance, Viksit Bharat and capacity building at national forums, including Yuva Talks, digital health summits and civil services conclaves.
• Author of opinion pieces and columns on civil services capacity building, Mission Karmayogi and re-energising bureaucracy for Viksit Bharat, contributing to public discourse on administrative reforms.
• Has contributed to reputed journals with his Research Papers.
• As Registrar, he has made IIPA almost self-sufficient in all departments with huge Infrastructure Development, Capacity Building Programs, Research Studies and other academic activities.
• Contributed to strengthening national programs such as Aspirational Blocks Fellowship and sectoral capacity building efforts through design and delivery of training at IIPA.
• Being a Petroleum Engineering Graduate and having worked in Transport sector for a reasonable period of time, he has a keen interest in Energy domain, particularly Renewable Energy fields, Energy Transition, Net Zero and Environment and Climate Change etc. His other areas of interest are e-Governance and Digital Transformation.
