Professional Experience:
Senior digital-government and public-sector transformation adviser with 29 years of technology and public-sector experience across more than 30 countries. Provides strategic and technical advice to governments and development partners, including the World Bank, Deloitte and Singapore Cooperation Enterprise.
Expertise covers digital-government strategies and roadmaps, digital public infrastructure, shared government platforms, interoperability, digital identity, government cloud and data centres, cybersecurity governance, institutional reform, business-process reengineering, ICT procurement and implementation assurance. Translates national reform ambitions into operating models, technical architectures, terms of reference, functional and non-functional requirements, procurement documents, evaluation criteria, contractual controls, service levels and acceptance arrangements.
Current responsibilities include independent technical review, procurement support, programme governance, vendor oversight, implementation recovery, executive stakeholder alignment and institutional capacity building. Previous roles with Singapore’s Infocomm Development Authority and IDA International included leadership and advisory responsibilities for whole-of-government platforms, public-service transformation and international digital-government programmes. Has co-developed and supported technology contracts exceeding US$700 million.
