Professional Experience:
Senior monitoring, evaluation, and learning (MEL) expert with more than 20 years of experience:
- building MEL systems and capacity essential for generating and using evidence in diverse and decentralized organizations, and across a wide range of international development programs;
- leading and participating in interdisciplinary teams to design, commission, and manage rigorous program evaluations, including impact evaluations with rigorously defined counterfactuals (both randomized controlled trials and quasi-experimental designs);
- overseeing the collection and analysis of data and evidence on high-profile, complex, multi-country topics; and
- advising executives and senior leaders through data-driven insights that directly influenced policymaking, multi-year strategic planning, and project implementation for multi-billion-dollar international development programs.
Well versed in qualitative and quantitative evaluation methods and approaches, with a rack record of collaborating with diverse stakeholders to develop and implement “right fit” monitoring and evaluation plans that leverage existing evidence and data systems, are utilization-driven, and reflect operating environment realities.
Field experience in 20+ countries, primarily in Latin America and the Caribbean and sub-Saharan Africa; native speaker of English and fluent in Spanish and French.
