Lead Uganda's petroleum sector regulation, steering strategic direction and institutional performance in alignment with Vision 2040 and National Development Plans. Environmental Manager & Group Compliance Lead, Tullow Oil Plc (London, UK) | 2008 – 2017
Led Tullow Oil's environmental governance across Uganda, Ghana, and Bangladesh during critical upstream oil and gas development phases. Coordinated development and implementation of ISO 14001-certified EHS Management Systems, establishing operational frameworks for emerging markets. Key achievements: coordinated disposal of over 30,000 tons of hazardous drilling waste from 60 exploratory wells in Uganda's Albertine Graben; spearheaded ESIAs and oil spill contingency planning aligned with IFC Performance Standards; pioneered company-wide regulatory compliance database supporting operations in 11 countries. Developed Tullow's ESG strategies for Ghana, Uganda, and Bangladesh; represented the company at national policy forums; led environmental and social due diligence for major acquisitions including Heritage Oil Uganda portfolio.
REGULATORY LEADERSHIP:
Senior Environmental Inspector & Auditor, NEMA | 2002 – 2007
Advanced Uganda's national environmental compliance and monitoring framework. Led development and implementation of NEMA's ISO 14001 certification—first government agency in Uganda to achieve this standard. Trained and accredited 210 Environmental Inspectors across lead government agencies; coordinated certification of 219 Environmental Practitioners, enabling rigorous ESIA and audit systems countrywide. Developed sector-specific environmental audit guidelines for energy, beverages, and fisheries; reviewed and approved ESIAs and environmental audit reports; headed World Bank-funded Clean Development Mechanism project managing waste initiatives in 9 districts.
